North Lantau Highway (NLH) is a major road for travel between Lantau Island and the urban areas. According to the preliminary traffic impact assessment, the traffic volume on NLH will continue to increase with the phased completion of the development projects in North Lantau, creating significant traffic pressure. The traffic load is especially severe on the section between Sham Shui Kok and Sunny Bay, which indirectly limits the development potential of Lantau Island. Road P1 (Tai Ho – Sunny Bay Section) will run parallel to NLH to divert some of the traffic, thereby relieving the traffic pressure on NLH.

At present, whenever a traffic incident occurs on North Lantau Highway (NLH), the road traffic connecting Lantau Island and the urban areas is seriously affected. As a result, the travel time to and from the urban areas and the Hong Kong International Airport and Hong Kong–Zhuhai–Macao Bridge Hong Kong Port increases. Road P1 (Tai Ho – Sunny Bay Section), serving as an alternative route to NLH, will be able to enhance the resilience of the North Lantau transport network.

As an extension of Road P1 (Tung Chung – Tai Ho Section), Road P1 (Tai Ho – Sunny Bay Section) will connect various major road networks and development projects, including the existing NLH, Penny’s Bay Highway, the proposed Route 11 and Tsing Yi – Lantau Link, as well as the future housing development project at the Siu Ho Wan Depot Site. This will effectively enhance the road connectivity in North Lantau. Upon the completion of Road P1, the public can choose either NLH or Road P1 for travel to and from the Hong Kong International Airport, the Hong Kong–Zhuhai–Macao Bridge Hong Kong Port and the urban areas.

The Sustainable Lantau Office of CEDD promulgated the “Lantau Conservation and Recreation Master Plan” (Master Plan) in 2020. The Master Plan proposes the exploration of developing a coastal cycle track and footpath along the North Lantau Recreation Corridor, as well as providing leisure and recreational facilities to promote healthy transport modes. Visitors will be able to reach various tourist attractions by healthy transport modes such as walking or cycling, etc., via the proposed cycle track and footpath along Road P1.
